Hi every professionals~ Merry Christmas!

I have a USA customer who want to buy our mobile dvr with GPS.
I tell him the DVR doesn't include GIS.
He says he need the complete solution.

How can I do now?
Usually, for our local (China)customers, we offer the complete solution through the cooperation with a GIS developer company, but for USA's Geographical Information, I think only USA's local GIS developer company can offer.
Does anyone know more about this GIS? I heard that there are some free GIS programme in the internet for downloading, how about this?
