TVL is "TV Lines," and is loosely analogous to resolution.
So the more, the better.

The more lines, the closer the lines together and the closer the lines together the higher the potential video quality.

what determines how close lines are together is the resolution that has been selected
CIF is 352 x 240
2CIF is 704 x 240
4CIF is 704 x 480
