I have been talking to reps at security tradeshows lately. The software and hardware guys don't really know have a definite answer for this. Are all IP camera megapixel?

Few are megapixel.
To defien megapixel the video needs to have at least one million pixels.
352*240 = 84,480 pixels (.08 megapixel)
640*480 aka VGA = 307,200 pixels (.3 megapixel)
1024*768 = 786,432 pixels (~ .8 megapixel)
1280*1024 = 1,310,720 pixels (ta da!!! 1.3 megapixel!)
