I'm looking for a DVR card with software that will lit me edit the PTZ protocol with my own code. Any body know of one?

I doubt that this is exactly what you are looking for, but if you need modified PTZ for analog camera, not IP, with LuxRiot you can override the object that handles PTZ and implement your own protocol.
