Has anyone had an experience using the Pelco CC3710H-6 with 13VD5-40 lens? Or can someone tell me if it is a good camera?

Very good camera. We sell these on a daily basis and have no complaints. These go to a lot of banks, airports, ECT. What application are you wanting to stick these cameras in?
