Rory are you looking for a cell phone that supports wifi? or are you looking for a wireless VoIP phone running windows?
There are a lot of cell phones running windows mobile that are wifi enabled.
If it's wireless VoIP you are looking for check out:
http://www.windowsfordevices.com/news/NS3789215202.html
and actually http://www.windowsfordevices.com has articles on a lot of windows embedded devices.
There are a lot of wifi VoIP phones out there too. I don't know off hand of any windows embedded though.

Have you checked out googles Android project? All open source. Cool stuff.

I would concentrate on Android if wifi cell phones is what you are after. It seems pretty much everything google touches turns to gold.

Actually was looking for any XP Embedded devices, so I can use the same exact language I use now. For Mobile I would need to purchase (and learn) a whole different programming language tool.
