Are you saying the two buildings are wired to the same router?
They are both home run back to the same router?
or I was thinking that there was a same model router in the second building.

There are two many variables to take a wild guess.
Due to the fact that you are getting video on the local PC, then this tells us that you have a working DVR, and that the data wire is working to your router.
If the second Computer in the second building is hard wired back to the router then this is very confusing as you are not using the internet to see video. I would blame something on the second computer for not having video. Does it ping the DVR?
Question: Is the DVR port 8000?
If you are in a corporate environment then you may have to get admin rights to make changes. Your environment may be locked down real tight.
The above would not effect local lan, but it is murder for a lot of individuals trying to troubleshoot why they cannot see their home DVR.
