Please let me know if the motherboard spec is okay to run gv-1480.

i installed the direct 9.0c that came with the installation cd
then i installed the program.

as soon as the program is about to run while loading the dsp.
my system crashes, and boot itself.

the system has 1gb of ram, and 250gb of drive.

Nope, wont work, NVidia Chipset and AMD ..
you need Intel Chipset for the 1480's and most of the Geo Cards.

so now my choice would be dimension, what do you think of dimension e521 with intel due core, or dimension 9200 with duo core.
both seems to be intel chipset as i can see on dell website.

Not sure, would need some specs.
Also, strange thing is under the Geo Tested PCs they list one with an NVidia chipset and Athlon 64 .. but its only on the GV800 though. The Combo cards are tempermental .. which is probably why you are having issues. Might be a because of different Chipset versions also.
