Have you tried a portable monitor at the camera?

If its normal on a Spot Monitor, and only happening on your PC, then could be a codec issue. What type of file is it, or is this live video?

I haven't tired on the spot monitor. This is a RTA series DVR (h 264), THis only happens on the 4 sony exwave that I have installed and that too after about 2 months form the install date.
