If the image is bad to start with there isn’t much you can do to improve it.

You might be able to clean it up a bit. Enlarging an already poor image will just distort the image more.

As far as the best software, that is subjective. Depends on what exact features you need. Then somebody can give their opinion on what they think might work for you.

unless you are going to buy the equipment and software to do it properly, you may want to just take the tape to a professional. The software alone isnt cheap.

Take it to the police and let them use one of their video enhancement machines such as AVID.
