Yes. I set up a users as Live Only, and I discovered that I could change the views by dragging and dropping a camera into the view area. It's possible that I missed something; I wouldn't rule it out. I also discovered that there are client options that I could still change.

We've replaced our Milestone servers with an appliance from exacqVision. I have users who need to view the cameras but we need to lockdown the client to prevent them from making changes to the cameras, the views or the client. Milestone was great for this, but I'm banging my head with the exacq client. I'm even open to using a 3rd-party viewer like iSpy or Blue Iris if I can setup a "view only" mode.
