Need advices on a good motion detector for outdoor use

I need some tips on a good motion detector for outdoor use, it must meet at least -20 degrees Celsius, and be powered by POE so I can use a splitter to the camera (if that works) or go on battery, for the only power I have is through the network. It must also pass a distance of about 40 meters.
