Need Help, Hit & Run

So 2 months ago I went out for dinner with my friends and when I got back to my car I found it wrecked & Total lost by a Hit & Run. In the street I found a shop which had a CCTV pointing towards my vehicle's direction so I got a copy of the video. All I need is to find a car plate which saw everything in front of him.So he can confirm me the car that hit me & if the person was a male or a female because the police have already some suspects. The camera gets the plate but not the numbers on it,There is too much brightness. Unfortunately the cops that came on the scene,Have been slacking all the way, I had to do all the homework and get the footage 's.. So if anyone can at least enhance the plate or tell me how to, I would really really appreciate. Thanks alot in advance.

 

I am from Malta and here we only have 3 big letters and 3 big numbers on the plates.So maybe it will be easier to find out the what they are.

Ye I know, I was looking on the net and got into this forum where a guy had his stuff stolen, People said same thing only on CSI can happen, But I didn't loose anything just by posting.Maybe someone good as CSI out there

I wouldn't be surprised if somebody is developing an app to do that (refocus that image).

The problem with the plate is not a focus issue...there is no way to fix that - the data is not there.

Ye I think the problem is because the plate is too bright..

1) the ir is reflecting off the plate

2) the camera is poor resolution so even without the reflection there is no way to magically add pixels and get the plate.

 

Forget it...it is a waste of your time...

The problem with the plate is not a focus issue...there is no way to fix that - the data is not there.

YOUR EXPECTATIONS ARE WAY TO HIGH

 

If it were possible you can be sure the police would do it.

Very often the cost outweighs the seriousness of the event.

 

My advice? Full points for trying but Move-On and don't let it eat you up!

I hate to tell you this, but it looks pretty impossible. The bright license plate bulbs actually hurt because they cause overexposure on the plate numbers and the data is lost. The only possible way would be to somehow export the data raw from the video, and then have an expert manipulate the resulting images in order to correct the exposure on just the plate. Maybe between different frames parts of letters might show up, but it's still a super long shot.

 

I've had a car of mine hit and run, so it sucks. And cops are worthless. That's why it might be easier to find the person yourself.
