Simple PoE Camera for Medical Practice

Hello - I am in need of some assistance of a simple PoE camera to stream a blind spot in an office of a medical practice.

We went with the Arlo Q Plus but you CAN'T disable the cloud recording which would be a HIPAA violation.

I simply need something:

-That is under $400

-Either does not record or recording can be disabled (or allows local storage only to an SD card)

-Either does not stream audio or the microphone can be turned off

-The live stream can be viewed on a Windows PC

-Ideally isn't a huge device and can be somewhat discrete

We could also run power to the camera if necessary, but PoE is preferred

We could also use WiFi if need be, but we are concerned about quality/reliability

I am hopeful someone may have some suggestions.

It is a rebranded Hikvision and can be used with Hikvision tools like SADP.

I am not familiar with that camera but if has a slot for a chip you can just record to the chip and access it over your network. You would only get a few days video but there would be no need for a NVR. If you have an incident you can download to a PC and not have to physically remove the chip. Cost of camera should be well under 400.00
