Brivo OnAir system with IBC Barcode Readers

I am in the process of a Brivo OnAir Access install. This site is already running (or Barely running) an antiquated Ccure System and we are cutting it over to the Brivo System. My customer wants to continue to use a Code 39 format Barcode that all of thier clients currently use. This is my first foray into barcode readers so I am extremely green. We are using the sites existing readers that are International Bar Code (IBC) JX series readers.

 

My issue is when I connect the reader to the panel with standard wiegand wiring, and swipe the card, I am constantly getting a 30 bit read in the Brivo System. So my question is, does the barcode itself make the card a 30 bit or is it the reader that decides how many bits it sends to the system?
