Most cost effective way would be to bring it into a distribution amp like the GE KTS-250-16(16 1x4 distribution amp) and run it into the ACTi ACD2400(16ch encoder).

Or put 16 ACD2100's in a RMK2000 rack kit. That gets pretty expensive, though alot cheaper than most others out there.

ACTi also offers a free 16ch recording software - which though basic is much more robust than other free softwares I've seen.

Can you suggest any new, cheap product capable to convert analog signal from old camera (Panasonic WV-CL830) to IP signal? Or just bin it and buy proper IP camera instead?

Grandstream makes a 4 channel encoder for $100:

http://www.amazon.com/Grandstream-GXV3504-IP-Video-Encoder/dp/B0027GL8P6/ref=sr_1_2?ie=UTF8&qid=1442433823&sr=8-2&keywords=grandstream+encoder

I don't have any experience with them, but you can search for reviews. Another option would be buying a hybrid NVR, but that will be pricey for 16 channels.

For a single camera, best bet is to buy a new IP cam.
