Low light camera advice

What are people's opinions on this camera? Its £150+vat (not from that site). Essentially I am looking for great low light quality without loads of noise or needing to use IR.

Ideally I want to get hold of the CNB VBM-24VF however it is proving almost impossible to get in the UK so I'm having to look at others.

 

Are there any recommendations for anything better in the same price range?

Going strictly by the spec sheets, that camera doesn't come close to the 24vf's low-light response - 0.3lux color/0.1lux B&W for the Videcon, vs. 0.1lux color/0.01lux B&W for the CNB.

additionally to the 0.1 lux issue. going by the spec sheet:

 

It is IP65 compared to the CNB IP66.

It is 420ma power consumption compared to the CNB 300ma.

 

Not major differences there though, but the 0.1 to 0.01 lux is major.

Not in the same price range with the same capabilities. Anything else close will probably cost at least twice as much.
