Elevator IP camera using Flat cat6 cable

Hi, I have layed flat cat6 cable in elevator for the building of 13 floors, and I have plugged camera adapter on the car top of the lift, and the cable is connected in the lan, cable is tested with the lan tester it’s fine , but the camera is not working.

Camera Lan light is not blinking in d link switch.

Do you have POE on the LAN switch
