Will DVR Stream on Smartphone W/O HDD?

hmm.. thanks, I'll make an attempt again and advise you all -
I cannot stream a DVR onto a mobile phone for nothing, I can ping the DVR, I've assigned it a static IP address so I know it's there but meh! can't see it. Also, the video app says "Video Closed" - Qsee Qs408
