    OK, try a TCP/IP stack reset for windows, I have seen network adapters do funny things and no reason for it. Do the following: - Reset your TCP/IP settings in Windows 7 1. Click Start. In the Search programs and files field, type netsh int ip reset resetlog.txt. In the results displayed under Programs, click the netsh int ip reset resetlog link. Notes: A window with a black background will appear for a moment and then disappear. Alternatively, press Windows+R on the keyboard to open the Run window. Type netsh int ip reset resetlog.txt and press Enter. When you run this command, it'll rewrite your computer's registry keys use for TCP/IP settings. This achieves the same result as removing and reinstalling the protocol. 2. Restart your computer. Click Start, click the arrow next to Shut down and then select Restart.

    Have you tried turning off the firewall on the DELL to ensure it is not blocking any ports, just as a temporary check. As a test you could purchase a USB network adapter probably about $19 from a local store, install that and connect the LAN to it. You will have a new local IP address on that port or you could allocate the IP address from the 'Faulty' inbuilt port just for the purposes of testing.

    Are your public IP addresses static or dymanic. If dynamic you will need to use a DDNS service to link your dynamic IP addresses to a DDNS service. You will also need to forward all the necessary ports from your router to the NVR or camera's located at your Gas Stations other wise the incoming connections will not know where to go.

    Are you trying to access your web service from outside your network, if so you will need to forward port 80 from your router to your web server.
