Is this a good card to buy?

Does anyone have any idea where one can find a driver ( Techwell TW9903) ? I only want to use it as a video capture card as I use Blue Iris which takes care of recording for me. I have mostly IP cameras and a few video only cameras. I have been using a video card made by pico which does not work very well with 1 camera and when one adds 2 or more the video goes south.

Hi,

Any idea who makes this card? I do not want to use it as a DVR only as a video capture card. I'm using a pico 2000 now which does not do a very good job, thinking the unknown card would be better, if I can find drivers for it.
