It depends on the quality of your snapshot and the pixel density of the number plate.
Most of the time if you cannot recognise it zooming it, it is not possible.

Sorry too many small China DVR players in the market. This CnM does not seemed to even have a website.
Get your reseller to help in sourcing the firmware for reflash.

The BVMS detect a previous install was done on the PC.
1. Do a clean removal of your BVMS using uninstall or Windows restore point.
2. Reboot PC
3. Reinstall BVMS

That depends on whether your dahua NVR support sdcard fail over recordings and also whether your dahua ipc camera support sdcard.

Reflash the CnM's firmware. More likely a corrupted firmware or faulty flash memory in your NVR.

In general, yes, but no 100% garauntee, as it depends on how strictly the NVR manufacturer follows the Onvif standards.

Time for a support ticket to iSentry. The unit fail to save its settings to its flash memory configuration file.
Try creating PTZ presets and save them on the unit URL directly. Reboot the unit and if the preset are saved then it will be a compatibilty issue between Dahua NVR with ISentry.

In theory your plan will work provided that your a powerline adapter (100mbs) and your power cables are have litter interference.
Your powerline adapter (100mbs) must also be of good industrial grade able to withstand 24/7 round the clock operation.

I am assuming that you mean port forwarding.
With port forwarding correctly done, you can view your cameras (live view and recording) remotely.

Another possibility is that some ISP block such ports.

You will have to go back to Hkvision support.
The usually is due to video buffering issue in the VMS, in your case IVMS-4200. If there is any settings that concern buffering, you can try to fiddle with them.

The easiest solution for your requirement is to buy cameras that support both local recording and cloud recording.
C1) Have a DVR box recording the cameras on site
A1. Ok.
C2) Have a PC offsite (but on the same network via a VPN) recording using some software like BlueIris
A2. Will most likely have issue due to high bandwidth required in remote recordings.

Most likely a firmware issue. Most a support question to Dahua support.

Resolution 1 : Axis camera ftp feature works with most ftp servers, you can use email if ftp do not works.
Resolution 2 : If you can obtain a snapshot from your existing DVR cameras by a simple http command. Then scripts can be done via a PC/ rasberry PI to obtain and upload the snapshot to your ftp server.
