Q-See camera probs connected to PC, but fine straight to TV

I just purchased a Q-See nightvision camera (model: QSOCWC). In connects through a yellow RCA plug. Connected to the TV, it seems to work fine, both in lighted conditions, and in darkness with the nightvision activated. When I connect it to my pc however, the camera has lines running through it and has generally a worse overall picture quality. I am running Windows XP with Pico 2000 software on a 4 channel PCI card (a cheapie off ebay). I have two other cameras, matching basic b/w cameras that work fine. The Q-See has mostly horizontal lines running through the picture, and the quality and lines change if I manually move the camera. I can get it to be "almost" right, but any slight movement throws it off.

 

Any advice would be much appreciated. I'm inclined to return it, but it was a good deal and of course seems to work fine if connected straight to the tv.
