No clue, but being a 4 chip BT878 card, if you need drivers/software you can probably use it under Windows XP with BTWinCap opensource drivers.

 

I would also say it is a 16ch 100fps card, but unless you have the cable for the big connector, you will probably only have the 4ch that have BNC connectors on the card. RCA connector is probably video out.

I'd bet the RCA connector is for audio. I've seen many cards like this that have an audio port like that.

 

This card will also work with Linux perfectly (without any setup).

Looks like a knock off Anykeeper / ISIS / Magic Radar card.

Though it could be any generic card. Also it might have come out of a custom DVR system.

The RCA is yellow so that should be video out.

Put it in a computer and see if there is any identifiable information in the device section.
