Sure, if the intent is to monitor movements without having to ID a ship, then thermal works. But it's not going to be able read ships names and registration numbers.

Sure, if the intent is to monitor movements without having to ID a ship, then thermal works. But it's not going to be able read ships names and registration numbers.

That's why you have the tight IR shot(s) on the harbour entrance. The thermal overview will let you track all movements in the basin, and when a ship goes through the choke point, you can get its ID.

Depending on the scale and if its primarily detection and monitoring then Ground Based Radar with Thermal PTZ cameras would do the job nicely.
