AHD Cameras monitoring wirelessly without internet

I have a setup of four locations wherein i need to install 18 fixed 1.3 AHD cameras and 3 PTZ cameras. All the locations need to be viewed locally as well as remotely at two common places wirelessly without using internet? Any suggestions would be welcomed.
