What type of monitor are you using? It almost sounds like the input to the monitor is higher than the monitor is capable of displaying.

Most of those samsung sco cameras seem to run on either 12v dc or 24 volt ac. For 16 cameras you will need at least a 12 amp power supply at 12 volts dc, if your cameras are capable I would get a 24v AC power supply at least 6 amp maybe even 10 if you want room for expansion in the future. I have placed a few recommendations below.

If your camera is capable I would recommend the 24vac one I use several of these and they work well I have however never used the supplier who put up the link.
