In my camera settings if I turn on WDR it makes the image noisier is it the problem with hardware or is it just normal?

720p and 1080p cannot produce the same image quality try checking your camera settings again you will find a huge difference in the image quality.

Try searching for DVRs at newegg and I am pretty sure you would find some in your range.

There is a problem with your cable, try a new one and if you still get no response in ping then try resetting everything to default.
