Why modulated video/voice cant be heard on older analog TV?

At our concierge desk, current smoke-detector camera and microphone is combined and modulated (channel 81) to (3) tvs.

On the newer LCD TV, video & voice are heard.

On the older tube TVs, only video. NO VOICE.

Took the newer LCT TV to the older tube TV locations. Video & Voice are coming through.

Took the older tube TVs to the LCD location. ONLY video.

May I know why is this happening?

How old is the modulator? My initial guess would be that it might be a little off-frequency, enough that the newer PLL tuners in the LCDs can't deal with it.
