Surveillance of limited area

Is it possible to view/record a specific area, in this case the area exactly 30cm from an outside wall, up to the wall?

Being in the software business, I would guess that the full picture can be limited via another piece of software to black out the unwanted area.

Does someone have a specific solution in mind?
