POE cameras

I'm confused about connections of POE cameras.

My cameras come with an ethernet connector and a separate power supply wire.

Why would there be a need for a separate power wire if it's getting is power via the Ethernet port?

If the NVR power is not active, why would a separate power wire be needed?

Hi not all recorders or switches have POE so a 12v power supply can be used instead
