Im afraid your system is ****, that face is lucky to have 20 pixels across.

 

Even smoothing and noise reduction did not help,

As zmxtech says, you can't really do much with it I'm afraid.

just ran it though I-enhancer software. it croped it and cleaned it but bad shadows on face...............but yes its a robber.

 

Xman it looks like you have taken a photo from a screen is this not the footage from the dvr ??? you should not have the noise bars from footage.
