capturing stills for facial recognition by police

Hi,  I am not sure if this is the right place to post this question.  I have been trying to research this and it seems impossible to find the answer to what I think would be a very popular problem.  

- I will describe the situation so that it is clear.  I have many cameras throughout my business - hotel , restaurant , boutiques.  We are able to get very clear video for play back.  However, if for example, a thief comes and I want to give a still photo to the police that can be used to identify someone ( a clear picture of their face) I cannot.  I have talk to a few experts, upgraded my system and cameras.  I have close ups in good lighting where the camera is 36 inches from someone face but pictures are never that clear although the video is great..   Do I need to just set up a regular camera on a movement detector to get good stills.?  Should an IP system with an 8 mp camera do this?

Hi. It is unusual for a system these days not to have snap shot function. 
which system and cameras are you using ?

but there is some very cost effective ways to achieve what your looking for
